Eden Quarter– Royal Borough of Kingston-upon-Thames
Urban Delivery was appointed by the Royal Borough of Kingston Upon Thames to provide management and capacity to support the procurement of a developer partner to deliver the £500m+ Eden Quarter regeneration project.
The Eden Quarter project had been re-procured in 2007 following the Roanne ruling and prior to Urban Delivery’s appointment, this process was reaching its conclusion with Hammerson being awarded preferred bidder status. The preferred bidder appointment was contingent upon Hammerson and RBK entering into a programme of detailed negotiations on issues that hadn’t been fully resolved throughout the OJEU procurement process.
Urban Delivery’s role was to provide capacity to RBK and the wider advisory team to ensure that the negotiations were driven forward efficiently, specialist inputs were received and fed into negotiations in a timely fashion and that momentum was sustained throughout the negotiation period.
Our work therefore focused on designing and implementing organisation structures for the RBK team, assisting RBK with its decision making, co-ordinating specialist inputs from legal advisors, retail planners, transport engineers, policy planners and environmental specialists, aiding reporting back to Members and managing and facilitating the negotiations.
