Urban Delivery was instructed as part of a team of consultants to develop a master plan for the East Village, a predominantly industrial area within the High Town district of Luton. The area lies immediately north of the town centre and railway station. The land was in a number of fragmented ownerships and advice was sought on the options available to the Council to act as a facilitator and to lead a process that would secure comprehensive change. The preferred option was to deliver a mix of uses including residential, retail, hotel, commercial, open spaces and community uses.
Urban Delivery provided commercial property and residential market advice to help set development capacities for development, undertook development viability assessments and provided delivery and implementation advice, including the potential for CPO to secure all the land.
