St. Stephen’s, Norwich – Norwich City Council
Urban Delivery was instructed by Norwich City Council as part of a team to prepare a master plan, financial viability assessment and delivery plan for the St. Stephen’s area which comprises a mixture of large national multiple retail units and large volumes of secondary offices. The area is an important transition between the historic city centre and large employment district dominated by AVIVA and peripheral residential neighbourhoods. While parts of the area perform well, the domination of traffic has meant that some parts perform poorly with consequent under-use of retail and employment floor space.
Urban Delivery provided analysis of the property market in all its forms, detailed assessment of the socio-economic trends across the city and the creation of an innovative retail heat map. In addition Urban Delivery provided development appraisal advice and delivery advice, including potential for use of CPO powers to support the proposed approach to change, either through a comprehensive approach or via targeted site acquisition.
